At the origin of the drafting of an inventory was a desire to simplify relationships between owners and tenants. Since June 2016, inventories must meet certain criteria described in the decree setting out the procedures for establishing the inventory and taking into account the dilapidated condition of rented housing. Again, standardization aims to streamline relationships between lessor and tenant by removing any ambiguity about what the document should contain.

It is most often up to the person in charge of managing the rental to carry out the inventory. For example, it could be a real estate agency or the owner himself. It may also be a bailiff, however it should be noted that the costs cannot be borne by the tenant in this case. In case of disagreement, if the inventory cannot be carried out amicably, one of the two parties may request the intervention of a bailiff whose decision will be imposed. The costs will then be shared between tenant and owner.
